Can anyone tell me as to in which part of INDIA can you spot Black headed Munia ?

Hum to thik thak hai, aur aap bataeeye aap kaise hai sahab.
I had been to this palce named Varwand(lake) 60 km from Pune for bird's, where I got to see a couple of Black Headed Munia on a Bajari Corn. I had never seen a Black Headed Munia before so was confused a little. Thought of asking you experts if it is seen here, sure got a perfect answer from you that it could be seen near Pune.

Kaise Hain Ji? Bahut Dinon Ke baad! Hamein Yeh Aasha Hai Ke Aap, aur aap ka pariwar, sub Teek Taak se hai.

You should be able to see, Black headed Munia in Pune for sure. The habitat of this bird is south of Madhya Pradesh, and wide spread in Peninsular India and Sri Lanka. Look in swampy low-lying areas with feathery grass reeds, and wet paddy cultivation. Also let us know, if you see one.
